staticrand function in Excel xp

Does anyone know how to install the staticrand function
using Excel in Office xp? The analysis tool pack does not
do the trick.

I haven't heard of it. If it's part of an add-in for excel, though, drag
the add-in to your Excel Add-ins folder (the name depends on which
version of Excel you are running; it will likely contain the Analysis
ToolPak, among other add-ins.), (Re)Start Excel, then go to
Tools/Add-ins, and click on the name of your add-in to get its
functionality.

I'd appreciate your letting us know what package this is part of.

Unlike the rand function which recalculates another
random number every time something is changed in the
shet, the staticrand function does not recalculate random
numbers when another calculation is made in a sheet. It
is found in the analysis tool pack in office 98, but it
is not there in Office xp. SDorry for the comfusion in my
first question.
