Stationary graphic repeats with background-repeat:no-repeat

I am trying to kill the graphic repeating in stationary. I looked over
other postings, and still can't get the html correct. Here is my html
and the graphic still repeats...

background="../../../../../../Program%20Files/Common%20Files/Microsoft%20Shared/Stationery/SunOcean.jpg"
lang=EN-US style='tab-interval:.5in' background-repeat:no-repeat>

Any ideas?
