Stationery background images should not auto-repeat

When creating my own stationery, I like to use the flexibility of styles in
html. I want to be able to make my background-repeat setting to no-repeat or
repeat-x or repeat-y, not always autorepeating.
Why can't I have both a background image and a bgcolor?
Why can't signatures work better with stationery, like putting a placeholder
where you want the cursor to start in the message, and where you want the
signature to be placed?
My own stationery of html worked great in Outlook 2000, but it is ruined by
Outlook XP
