I have Outlook 2007, and it says Themes are not installed. How do I install
them? I have tried everything.

You need to have an office suite installed, not just outlook.

is outlook part of the office suite you installed? themes don't always work
in outlook if you install a standalone version of outlook and a suite that
does not include outlook.
