Status Manager type feature in MSP 2003?

We are using Microsoft Project Pro 2003 enterprise. We have many subteams
with team leaders. I would like each project manager to have the ability to
assign a team lead as the person to accept or reject hours submitted by
people on their team.

I know Pro 2007 has the "status manager" feature. Is there some simple way
to do this in 2003 version?

I can only come up with convoluted steps such as having a lead person open
project and republish those assignments checking the option to become the
manager.

Explore the "Delegate Task" feature. Look in the Microsoft Project Server
2003 documentation set, and if you can get a copy, "Project Server UNLEASHED".

My only question would be how many resources a task owner could delegate
to at one time on a task. I don't have a system readily available to explore
how that wizard works,
