Status Report - how to get around having users create sections and use a template instead

Has anyone found an effective way to get around having to create sections
every time you want to create a status report?
Users want everyone to use the same section headings, but don't want to have
users necessarily create sections every time. This leads to omissions and
errors.

Also, does this get solved in Project 2007 where a Status Report Template
can be defined or used?

To date, no one in this forum has suggested a way around this problem.
Therefore, I would suggest you make it a training and performance issue with
your managers. I do not know anything about how Status Reports will be
implemented in Project Server 2007. Hope this helps.
