Stay marked as unread

An attorney wants messages in his Inbox to remain marked as unread so he can
follow up later. If he opens the messgage, he can right-click it and mark it
unread.

However, some messages won't take the unread setting. It seems to be
messages to which he has replied. He doesn't like the flag option, but the
same messages that won't stay unread can't be flagged either.

Any ideas?
