Stencils remain open after drawing closed

After I close an existing drawing, the stencils remain open. How do I make
sure they all close when the drawing closes?

It sounds to me like the stencils are opened as separate files/windows,
instead of as docked stencils.

If you have a drawing open, and maximized/restored and then you open a
stencil, it will open as a docked stencil, inside of the drawing window.

If the drawing window is minimized, or not yet open, and you open a stencil,
it will have its own separate window. If you save the drawing with a
workspace, then those stencils will open (in separate windows) with the
drawing, but they won't close when the drawing closes.
