Stepping through code

Does anyone know why Access does not stop at the break
point? It does not allow me to single step through. I can
set break points but when the program runs it does not
stop. The break point had been working up until recently.
Do I need to reinstall Access?

Check Tools -> Startup... and make sure that the box next to Use Access
Special Keys is checked.
