still can't get shortcut bar working

I recently wrote in asking how to get my Office 2000
shortcut bar working (Aug 31 3.02AM). I was given some
instructions, which weren't too clear, but I think I did
it right. But it didn't work. Instead the computer
would open up into an open file called "shortcut to
shortcut bar" with a folder inside called "office". I
have removed it again.

Can someone please give me nice clear instructions on how
to fix this.
