I first posted this issue 12 Oct, in this user forum.
Office 2000, with all SPs and critical updates installed.
Office was installed using the "administrator" account.
Nope.
The toolbar is still gone.

I also deleted the key HKCU\software\microsoft\office\9.0\data , rebooted.
The problem persists.
OS = Win XP SP1, with all critical updates EXCEPT SP2
This is happening only for 1 of the computer users, "FRED". Fred is not a
member of the administrative group. He is a member of the "user" group.
I switched Fred, from "user" to "administrator" and deleted the "toolbars"
item, as well as deleting the entire "data" key, but the problem persists.
winword.exe /a still fixes the problem, until I close Word. When I re-open
Word, the problem re-occurs.
