Still receiving from blocked senders

Despite placing email addresses on my blocked senders list, when downloading
emails these same addresses are getting through, being scanned by my Norton
antivirus and deleted. However the system still seems to accept these
messages which is taking ages. Recently I have been invaded with almost 300
infected emails every day, with as many as 70 or more from the same address
and it's taking up a lot of my time and server time. How can I simply get
Outlook to block these so they are not received at all?
I'm using Outlook 2003 on Windows XP Home Edition

Sounds like an issue with Norton Antivirus and not with Outlook. If Norton
deletes the messages for you it is also responsible for removing them from
the server. Since the messags are not delivered to Outlook (Norton deletes
it locally) but still reside on the server Outlook will request the same
messages again at next Send/Receive. This means you either have your
firewall configured wrongly so that Norton cannot tell the mailserver to
remove the messages from the server or Norton screws up somewhere else. See
the documentation of Norton to find out if you can do some sort of logging
or contact Norton support.

Note that messages will always be downloaded first before Outlook can
process rules or Junk E-mail settings.

Norton really slows things down - unless you need it to protect you from
yourself, disable email scanning and delete the messages yourself. For the
ones with the same sender or other content that can be handled by rules,
create a delete rule.

as roady said, outlook can't not download them... but it can handle them
faster and better without outlook.

Thanks for that. I didn't realize that Outlook couldn't "not download". I'll
try creating a rule but am worried about disabling Norton scan on incoming
mails.
I've changed the domain settings to stop "catch-all" function and this seems
to have reduced the numbers from about 300 to about 25 but some are still
coming through which are not to my one specific email address which should be
the only authorized one. Thanks for the help.
