Stop automated 2003 install from removing existing 2007

How can I prevent 2003 from uninstalling/overwritting/wrecking
existing Office 2007 installs? I'm deploying Office 2003 to upgrade
about 2,500 Office 2002 users, we have 50 or so 2007 users. I've
found that 2003 unexpectedly uninstalls 2007 (no prior office version
has exhibited this behavior).

I'm using the Custom Installation Wizard + setup.ini.
In CIW the doc says it will remove "all previous versions" listing 95
- XP(2002).
