Stop Outlook from locking out all other apps while it Sends/Recei

Outlook 2003 11.8217.8202
Windows XP SP3

Outlook ties up all resources every time it Sends/Receives. All other apps,
including other features of Outlook, are locked out. Even the keyboard
buffer empties, so I am left to wait for up to a minute, then retype whatever
I was working on. It renders my fast computer useless.

I received a reply to this, but the link to the response went to an empty
page.
