stop outlook running in safe mode

I have tried everything to try and stop outlook running in safe mode because
i cant open any hyperlinks or attachments i am using outlook 2003 in XP. can
someone help!!!

Assuming you are starting Outlook with a shortcut on your desktop, did you
right click on it > select properties and verify that the "/safe" command
line argument is not being used?

Do you get the same issue by starting Outlook by selecting Start > Run >
type: outlook.exe > OK button?

What makes you think Outlook is running in safe mode just because you can't
open links? What happens when you click a link?

Try
1. Close Outlook
2. search for "OUTCMD.DAT" (Manages changes to Outlook Tool Bar)
3. Rename or delete OUTCMD.DAT
4. Re-Start Outlook
All should now be ok again
