"Stop processing all rules "in Outlook 2003

I creating a rule to permanently delete some spam emails (i.e. North Fork
Bank); but I continue to get emails in my Junk Mail folder to delte. When I
check the rule to edit, I discover that the permanently delete box and stop
processing all rules is checked. I cannot uncheck the "stop processing all
rules" unless I uncheck the permanently delete box. I have as many as 8 rules
from the same sender (i.e. North Fork; West Bank). What does stop processing
all rules means; and how can I make a rule work each time. I also have the
turn on this rule checked as well.

The "stop processing" action means that rules further down in the list won't apply to the item.

Further, junk mail messages have spoofed sender's identification. You can't
define enough rules — millions.
Let them come and delete them.

Petition your ISP to install spam blocking software on their servers. After
my ISP, Cox Communications did so on April 1, my junk dropped from 170+ to 5
or 6.
