Stop re-downloading emails on pop/smtp accounts in 0utlook 2003

My outlook 2003 randomly re-downloads my emails for my two pop/smtp accounts.
I would like to leave the emails on the server because sometimes I don't have
access to my outlook, but i do the web email through our cable internet
service. I currently have 4 or 5 copies of emails including ones that I have
deleted. How can I get Outlook to stop downloading these. I'm using XP Pro
with SP2 and Office Pro 2003 with SP3.
