Stop "space before" appeaing after a manual page break?

I have set up a Heading 2 style which uses spacing 25 points before, 10 after.

If the heading appears on a new page following an automatic page break, the
space before does not appear, but if I insert a manual page break I end up
with an ugly 25 point gap at the top of the page.

How can I stop this from appearing after a manual page break?

Product is Word 2002 SP3.

Hi Fletch,

Go to Tools|Options|Compatibility, and check 'Suppress Space Before after a
hard page or column break'.

This has been annoying me for a long time, but after coming up with some
form of workaround I have not followed up. This time I did, and your help is
much appreciated!

Another (and better) solution is to avoid manual page breaks by using a
combination of "Keep with next" and "Keep lines together" to force the
heading and its following text onto the next page naturally.
