Stop users from removing resources from tasks when they have worked hours

I need a way to prevent users from removing resources from
a task when the resource has actually worked hours to the
task in Project. Also, I need a way to prevent users from
moving tasks when resources are assigned to the task with
actual worked hours > 0.

Mark,
There are various tricks that can be employed to prevent users from
messing with the file (e.g. password protection or Event macros that
prevent a change), but the best method is training. Although it is true
that training will not prevent anything, it will however establish the
rules and give everybody an understand and appreciation for why the
changes they might make are detrimental to the program.
