Stopping Toolbars opening

Operating System: Mac OS X 10.4 (Tiger)
Processor: intel

I've customised the standard toolbar to include the track changes commands that I want quick access to, include turn on/off track changes. When I turn on Track Changes the Markup toolbar automatically appears. I don't want this - how do I stop it from placing this toolbar when I don't want it?

Thanks for adding your name. So much more fun to be talking to a real
person than a "machine" :)

Sadly, you can't.

It's a new "Safety Feature". If the document contains tracked changes or
comments, the toolbar will always appear.

It prevents careless people from sending a document off to the customer with
all the previous customer's details in it...
