Strange attachment in message received

A message for my wife from a friend in Russia has arrived in my Outlook 97
inbox.
it consists only of an attachment labelled ATT00003.txt charset=koi8-r...

It opens in notepad but the characters are unrecognizable as any language.
Considering the source it will certainly have been written in Cyrillic but
my wife can't read it.

I am also pretty sure it would have been sent just as an email not an
attachment.

If I'm right why has Outlook presented it in this form,
can it be changed into a readable (cyrillic) form and can I prevent it from
happening again.

I have a feeling that this might be an issue with Windows and not Outlook.

I am using Windows XP Professional.

I am fairly new to Outlook having used Lotus Notes previously.

Grateful for any advice/suggestions.

Outlook 97 simply handles non-ASCII text very poorly.
