Strange Behavior for DST Updates??

Hello everyone.

I have a client which I updated for the DST situation. Here is the
environment and what I did:

ENVIRONMENT:
Windows SBS 2003 Standard SP1 (Exchange SP2)
Windows 2003 Server - in Terminal Server Mode
Windows 2003 Server in File Server Mode
Windows 2003 Server in File Server Mode
Pacific Standard Time Zone (-8 GMT)

CLIENTS:
Windows XP Sp2
Windows 2000 Pro SP4
Thin Clients connecting into T.S. Machine

PROCEDURE:
1. Updated/checked that the latest DST Patch was applied to each
workstation according to support.Microsoft.com/dst2007
2. Updated all SERVERS with correct DST Patch for the OS
3. Updated the Exchange Server with the correct DST Patch
4. Attempted to run the Exchange Server Configuration tool according to
KB930879
a. Was not successful in doing so, although all attempts appeared to
work

RESULTS:
Any appointments booked AFTER March 11, 2007 is ONE HOUR BEFORE the actual
meeting.
All appointments booked AFTER the normal DST, are correct.

If we are suppose to move ONE HOUR AHEAD, wouldn't my appointments be
showing ONE HOUR LATE right now, until DST kicks in?

Also, I have users on Mobile devices such as Blackberry's, Treo's, and
Motorola Q's who do appointments (Not a lot - mainly receive calendar info
FROM the exchange server) and their devices DO NOT show what is on their
calendars. Some appointments that show on the calendar in Outlook are
correct, BUT the handheld device shows them one hour SOONER than they should
be.

Any ideas. I have scoured the MS Knowledge Base, Tech Net and various other
areas and can not find an answer.
