Strange bug links preview page size to margins on new docs

This is a strange bug that I would like to rid myself of...

Imagine that the displayed height of your new document appears as 9" instead
of 11".
....Hmm...That seems to be because the page has 1" top and bottom margin in
page setup.

When you change the margins, the page height grows and shrinks.
The apparent preview margin is always zero, top and zero bottom.
The page size is correctly set at 8.5x11. It prints correctly.

Older documents open and look just fine -- the preview of those pages
reflect the full size of the page with the inset top and bottom margins.

Migrating your directory of documents to a new PC results in the new PC also
being infected with this bug. Deleting normal.dot and turning off add-ins
with the support template does nothing.

A reasonable reward (e.g., pound of gormet candy) to whomever is first at
offering a workable bug fix.

In Word, click on Tools | Options | View | check the "White space
between pages" box | OK.
