Strange characters appear in the body of received Outlook emails

I have been having some trouble with my e-mail. Often when I receive email
messages the text has many extra symbols. It frequently does it in words
with an apostrophe such as canˇ¦t (Can't) or items with quotes and questions
marks ---- ˇ§quotation marksˇ¨. Anyone know what is causing this?

Could it be some incorrect encoding? What is the encoding of these
messages: View | Options; find a line that looks like
Content-Type: text/plain; charset="..."
What's inside the charset specification?
