strange number format

I know that under the number format menu you can set a
custom number format to: 00, to make 12000 display as 12,
but still have the same value. I have been searching
forever for a way to make .012 display as 12, but have
come up with nothing. I would appreciate any advice or
possible quirks I could exploit to accomplish this. Thank

Maybe you could use a helper cell and multiply the original by 1000.

(Remember to divide by 1000 in any downstream calculations (or just use the
original cell).)
