Strange Problem With Grid Lines Not Showing in Design Mode

I have a problem with grid lines not showing for the layout tables, I have
InfoPath 2003 11.6357.6360 SP1. When I am inside of a layout table all the
merge and split cells options are disabled on the Layout task pane.
Clicking the "Show/Hide Gridlines" toolbar button does nothing. I was using
InfoPath 2003 prior to SP1 and I don't remember having this problem. Any
help would be appreciated.
