strange recuring desktop item

I have a new computer with windows xp.
I have slowly been transfwerring over documents and some
of the needed programs from the old computer running on
windows millenium.
For no apparent reasin I keep getting a new desktop item
that I have not created and had the same problem on the
previous computer.

appears with a windows icon and has called itself ~

when I click on properties this is what appears.
location C:\Documents and Settings\Owner\Desktop
size 1.19 MB (1,255,185 bytes)
size on disk 1.19 MB (1,257,472 bytes)
Does anyone know what this is?
Is it dangerous?
How can I get rid of it?
Every time I delete it reapears with ryme or reason.

Hi Anton,

This has to do with a minor bug in Outlook Express. The "~" file is a
backup of your address book and it is harmless.
