Strangest Thing

[Stumped]

Suddenly the LAYER feature in the INSERT menu is "Grayed Out" and unusuable.

And also, I noticed the other day that Marque is grayed out as a web component
and I can't use it now.

What's going on?

- make sure everything is enabled
