Stray hovering images in HTML emails

Using Outlook 2003, we sent a Publisher2003 generated HTML newsletter to a
small sampling of our customers. Many recipients complained of a randomly
flashing, hovering image, which contains the text files of the HTML
newsletter. We've subsequently observed the problem firsthand. This is very
distracting, can it be resolved; if so, how?
