stripping tags and attributes in HTML

Is there any utility microsoft or other that will strip unwanted tags
and attributes from the generated HTML? I just want the basics - p li
ol ul i/em b/strong br with no attributes on the tags. I wish I knew
perl, but I can only unix shell script and I'm working on a PC.
