Styles are coming in with Numbering when Imported using the Organi

If I try to import styles into a document using the organizer, the Normal
style is coming in with Numbering turned on. Has anyone seen this before or
have any suggestions? This exact procedure worked in Word 2000 but the
problem arose when we upgraded to 2003? I have SP2 loaded.
