Sub projects

We are starting to implement Project Pro 2003 and Project Server 2003.

In the manufacturing of products, we have various departments that are
responsible for each phase.

I would like to have one master project that contains the sub-projects so
that we can see the flow and progress, having one main PM and then sub PMs
for each phase.

We would also like to set permissions for each sub-project so that it cannot
be edited or modified by those who are not involved in that phase.

Can someone point me in the right direction for this?
