Where do I submit known issues (bug), for Office 2007?

If a user with non-administrative privileges logs on to a windows xp pro
machine (sp 2 or 3 does not matter), in a windows networked domain, for the
first time, and opens Outlook 2007 first the, Outlook stalls and never
finishes the creating the profile. The intial setup windows open but are
hidden ("Visit Office 2007 Online . . ."; "Check here to download . . .";
"Check here to participate . . "), from user, so the office profile does not
complete initlal setup. If I open Word first, the dialog windows are
visible, and profile setup completes. Then Outlook opens fine and completes
its initial mail profile setup and runs fine.

This does not happen all the time, but at least 50% of the time. I have
confirmed this issue on at least 15 machines, on three different networks.
Always same issue.

So again where do I submit known bugs to microsoft?
