"Submit options" pop up message box

Web form:

To my understanding there is no option for displaying a message box when
compatibility is IPFS (with code or with a rule) than how come I see pop up
message box under "Submit options" for success or failure?

Is there a way to do so with code?

In Submit Options check the Allow Users to Submit this form check box and got
to Advanced options. Under Advanced options you will find Show Successfull or
failure messages check box. You can have your messages displayed by checking
Use Custome messages check box in InfoPath 2007

I know we can use Submit Options to see the pop up, but is there a way to
get a pop up with code?

If message box option is not available for web forms, than how come we get
one by using Submit Options?
