Submit to Portal Area

Hello,
Need some Help

In the drop down menu each document, There is 'Submit to Portal Area'
and when I click on it I get an error.
It says, "Retrieving overall status encountered error. Error code=17"
Does anyone knows what this means?
I checked online and I am not getting anything.
Please Help!
