Submitting a form to a WSS form Folder

Hi I recently installed WSS3 on my server (windows 2003)
I crated a form folder and then I uploaded a form template to it
When I submit a form as the server administrator it works fine
But when a user that has full control permission in the site try's to submit
the form he gets an error that the site may be unavailable or it in read only.

Where should I give the write permission?

plz help

Hello

You have to give the Permissions in the Site settings-> Manage Users
