Subscribe to all alerts at once

We have a small site with 10 to 15 topics and 15 to 20 users. Mostly each
person should be notified of everything for our business.
Is there a way to subscribe to all alerts at once? It takes about 5
minutes per user to pick each one (one by one).
Is there a default setting that turns on all alerts for a given user. It
would be nice to allow the user to do it or the administrator to do it for
them I like PWA but this is pretty cubersome.

Inasmuch as this is database driven, you could write a sqly query to do
this. There's no way to do it through the interface.
