subweb and permissions

When I get to the admin page of the subweb I can't make changes, I get the
following error:
File Download - Security Warning
Do you want to run or save this file?
Name: fpadmcgi.exe
Type: Application
From agustaswim.com
run save cancel
While files from the internet can be useful, thif file type...

When I choose to run it gives an error
16 bit MS-DOS Subsystem
C:\Docume~1....The NTVDM CPU has encountered an illegal instruction...

You need to be opening the FP SE Admin page via http, not via the program file.
