subweb or subdomain?

I have created a subweb in my site, i want to set permissions for other
users, but where is this on my server? I can create a sub-domain no problem
but is this the same as a subweb? I am a wee bit confused.
With my subdomain i can set restricted access, but do i publish the subweb
to the subdomain or does the subweb stay on the main site location?
