Success on Open file: From Windows Expl =YES; From Visio Open-File

Using Visio 2000

If I double-click a Visio .vsd file from Windows Explorer, the file opens up
in Visio.

Yet if I attempt to open the same file from the Visio>File>Open menu I get
"file from unknown visio file" ...... "call Visio for upgrade".

Any thoughts?
