Suggestions for Banner Software

I'm new to frontpage so granted I don't know alot about this but is there any
software anyone recommends to create crisper looking banners, especially for
lettering? Frontpage is ok in this area but I'd really like to have a banner
that I could format as gif or even jpeg but I have no idea what to use and
Microsoft Paint is totally out of the equation.
