Suggestions on creating a custom Tracking form

I have been exploring the options of using a Access database to log issues
submitted thru an Infopath form. I am looking for suggestions on the best
way to create both the database and Infopath form. I've experimented both
ways (creating form first and creating database first) and I seem to get hung
up on making Infopath intuitively change the options a user can select based
on the previously selected field. For example:

User has an option in field1 of:
Hardware
Software

I would like for the options in field2 to be unique based on what was
selected in field1.

All the while logging each submitted form in the Access database.
