Summary of Past Due Remaining Work

I want to be able to view the summary of hours that were scheduled to be
worked in times past, but have not been worked. I understand that projects
need to be managed at a detail level to keep on track, but I want to be able
to see by resource or by project or just in total what the discrepancy, to
make sure that the PMs are addressing the individual discrepancies. Right
now, I can't find a way to verify other than showing individual views on a
long list of projects.

Can Project Server provide a view like this, and if not, what is a good way
to try to do this?

For summary level information, I think you could do this quite easily in the
Portfolio analyzer providing that you've accurately and consistently saved
your baseline information. Without using baseline values, you can't reliably
get "worked more hours than planned" information. If you want this at the
task level across many projects, you should consider using a reporting tool
like SQL Reporting Services or Crystal, or consider extending your cube
data.
