Support for RFC 2015/RFC 3156 (PGP/MIME)

I don't have a recent version of Outlook installed; therefore I cannot verify
if this is correct.

According to several web sites that I have visited such as:
<http://www.spinnaker.de/mutt/rfc2015.html>, MS Outlook does not support RFC
2015 / RFC 3156 (PGP/MIME). Is this correct? If so, why?
