suppress markup by default when printing

My organisation is running Office 2003 and is struggling with Track Changes. We have an application system that uses Word documents as one part of a client's history file and occasionally need to print the entire file. It is extremely cumbersome to identify Word documents with Track Changes enabled and accept the changes. What we need is the ability to always print each document - without markup -. Is there a default setting or registry entry to override Word's dynamic ability to change the print option to Document with Markup when it detects Tracked Changes?
