Supress the File Download Window ?

Using Outlook automation I created a hyperlink that
allows you to open a Microsoft Access 97 based
application.
The problem (if you can call this a problem) is that each
time you want to open the application a File Download
Window is opened where it says:

Some files can harm your computer, if the file
information looks suspiuous, or you do not fully trust
the source, do not open or save this file.
Further below I have 4 buttons one can click on:

Open - Save - Cancel - More info.

If you click on Open it will open the application.
Since this application will be used by more than 50 users
I would like to supress this window.
Does anyone knows on how to supress this window?
I really it can be done because otherwise this will be
too confusing for all our users. - MANY THANKS FOR ANY
