Surrogate Timesheet and My Tasks

Its possible for an administrator to create a surrogate timesheet on behalf
of a user. Is it also possible for the same administrator to import the
surrogate timesheet into My Tasks and submit project time on behalf of a user
as well?

Yours is a very common question, and the answer is no. A manager cannot
create a Surrogate Timesheet, enter work into it, submit it for approval,
and then import the Surrogate Timesheet data into a "surrogate" My Tasks
page. Hope this helps.
