Suspending Project Activities

A previous post asks a similar question but would like to clarify a few
things. Due to project reprioritization a few projects that I am managing
have been suspended/placed on hold. The resources aligned to these projects
will be re-deployed to other projects. I'd, like if possible, to preserve
remaining hours for the activities in those projects that will be placed on
hold. It was suggested to publish all open time entries and then change then
change the booking type from all affected resoursces from committed to
proposed. Will this affect only those resources on the project or will this
impact their booking on all projects? Also, what impact does this have on
availability?
