SVG xlink namespace declaration bug (Visio 2003)

When using Visio 2003 (Build 11.3216.8202) and saving a visio file as SVG,
the XML contains functionality for the xlink specification, but does not
declare the namespace for xlink in the header of the file.

Does anybody know if this problem is fixed in subsequent build or release of
Visio? I'd really prefer not to have to write an XSLT against all our legacy
files or manually add the namespace declaration to each.
