Swap Image Rollovers crashing in FP2003

When I use the Swap Image behavior, I get an Internet
Explorer script error inside of FP2003 saying "Line 497, Char 3, Error: The
site or file name contains invalid characters. Then it goes on to say the
error is in c:\program files\microsoft
office\templates\1033\behaviors11\actions\swapimg.htm...do I want to
continue running scripts on this page?"

I detected and repaired FrontPage, but it totally messed up my Outlook, so I
formatted my system thinking that would help, but it didn't. With a fresh
install of Windows & Office and the latest service packs, I tried the swap
image behavior again and got the same error. My files are located in the
images folder and are called home.gif and homeovr.gif, so there's no funny
characters in their names.
